I interpret that as EleventhHour does not like it when the NYPD arrest violent arsonists. Because the user said so, just now, at the top of this thread.

Yeah actually I can see your point now, I apologize for being brash. I interpreted it as the NYPD taking the opportunity to turn this into a PR stunt that disgusts the OC. But they never specified, so it is all technically an assumption on our part. I just find it more likely the oc is talking about behavior other than the physical act of arresting someone for immolating someone.
