A heat source goes under a table, a blanket goes over it, and people slide their legs underneath. The micro-climate under the blanket keeps you comfortable, even though the space in which you find yourself is cold.

I like the idea but it is stupidly wasteful. Build a heater and place it under any desk with a blanket on top. The heater should not be built into the table so it is moveable to where you need it.
nah, it’s not the same.
Then you have a no go area underneath your cozy table. Build it into the table and then you have full reign. Stretch out your legs, get drunk, have a foot fight with somebody. You’ll never kick it over built in.
